Chloe Kelly’s winning spot kick and Hannah Hampton’s saves proved decisive for the Lionesses in a gripping contest that ended 1-1 after extra-time.
The Lionesses became the first England team in history to defend a major tournament title, but did it the hard way again after suffering an early setback when Arsenal midfielder Mariona Caldentey broke the deadlock with a superb header.
But Sarina Wiegman’s side rallied in the second half through Alessia Russo, who leaped high to bury a header after a delightful cross from substitute Kelly, on for the injured Lauren James, who had passed a late fitness test.
England survived a scare in extra-time after good play from the reigning Ballon d’Or winner Aitana Bonmati and the world champions’ slick passing cut the Lionesses open before Salma Paralluelo missed inside the six-yard box after an audacious attempt at a backheeled finish. But Hampton and Kelly stepped up in the shootout to secure a 3-1 win.

Kelly was left out of Sarina Wiegman's first squad due to a lack of minutes after securing a deadline-day loan move to Arsenal but was called up as an injury replacement in February and has enjoyed revelatory tournament, cementing herself as the most superlative of English super-subs.
"There were a lot of tears at full time," said Kelly, "Especially when I saw my family, because they are the people that got me through those dark moments and I am so grateful to be out the back end. If that's a story to tell someone who might be experiencing the same, then tough times don't last.
"Right around the corner was the Champions League final, I won that, and now a Euros final.
"So thank you to everyone who wrote me off. I'm grateful."

“It was massive, I don't really know what was going on. They just yelled at me, the fans, it's an amazing moment, I don't think I'll come to terms with what has happened for a while.
"I knew she [Kelly] would step up and score. It was an amazing moment,” she adds.
"It's up there, that's for sure,” she adds when asked if it’s the best day of her life.
“There are a lot of things I had to deal with before the tournament, my teammates helped me through. To stand here, as back-to-back Euros winner [is amazing]” she adds.

The Chelsea winger also came off during England’s semi-final win over Italy but had trained in the days before the final and passed fit to start the game.

Spain go ahead, which feels all the worst for England as this had been their best passage of play since the Dutch game. They caused Spain a few scares. Spain are so composed, though, which is reflected in the play and - ultimately - the difference between the teams so far. Whereas England are trying to snatch at openings, Spain are properly building. Some superb triangles around the box, one of which led to Mariona's goal.
