Iowa governor issues disaster proclamation for Scott County

Friday's storms dumped heavy rain across the area, causing significant flooding that displaced several residents from their homes and flooded businesses. An EF2 tornado was confirmed in west Davenport, along with an EF0 near LeClaire. 

The City of Davenport recorded damage at 18 properties, with varying degrees of damage from trees falling on roofs to flooding. Homeowners who didn't self-report flooded basements aren't included in the total.

The most significant damage was at apartment buildings on 35th Street, with three buildings tagged unsafe. This impacts 25-30 residents.

The proclamation goes into effect immediately, expiring on Aug. 13. It allows state resources to be used in recovery efforts and activates the Iowa Individual Assistance Grant Program and the Disaster Case Advocacy Program for counties under the proclamation.

The Iowa Individual Assistance Grant Program provides grants of up to $7,000 for households with incomes up to 200% of the federal poverty level. Grants are available for home or car repairs, replacement of personal property, or food and temporary housing expenses. Original receipts are required for those seeking reimbursement for expenses related to storm recovery. 

The grant application and instructions are available on the Iowa Department of Homeland Security and Emergency Management website. Residents have 45 days from the date of the proclamation to apply.

In addition to Reynolds' proclamation, the Scott County Emergency Management Commission declared a state of emergency on Saturday for the county.

Scott County emergency officials said anyone displaced from their home due to flooding should contact the Red Cross directly at 1-800-RED-CROSS (1-800-733-2767). In addition, the Red Cross has opened a shelter in Davenport, in partnership with Scott County and the City. It's open at the Davenport Community School District's JB Young Opportunity Center (1702 N. Main St.). 

Services at the shelter include having a safe place to stay, meals and snacks, charging stations for electronics and access to information and recovery resources. Anyone impacted by Friday's storms is asked to come to the shelter for support. 

U-Haul is offering 30 days of free self-storage and container usage at three Quad Cities facilities for residents, offering dry and secure storage as people continue to recover.  The 30-day free offer applies to new self-storage and U-Box rentals and is based on availability. The U-Box portable container offer is for on-site storage at company centers. 

Clean-up kits are available at Salvation Army locations in Moline (2200 5th Ave.) and Davenport (100 Kirkwood Blvd.) during normal business hours. The Red Cross will also be distributing emergency supplies in Davenport on Tuesday, July 15, for residents impacted by the severe weather. Volunteers will be handing out clean-up buckets from 3 to 7 p.m. at the Red Cross shelter at the Davenport Community School District's JB Young Opportunity Center (1702 N. Main St.). 

How to help those impacted

The Community Foundation said it is working with local partners, including the Scott County Emergency Management Commission, Disaster Ready Quad Cities, the Salvation Army and the American Red Cross, to create a "collaborative, long-term recovery strategy."
