While speaking with Politico, Vice Admiral Peter Reesink, the top intelligence official in the Netherlands, revealed Moscow will be able to quickly reconstitute its military forces when and if peace is reached in the Ukraine war.

Intelligence officials in the Netherlands are reportedly watching Russian actions closely since the building of Moscow’s military forces is the country’s most threatening behavior.

“Russia is producing much more artillery, also with help from other countries, than they need for the war with Ukraine,” Reesink explained to Politico about the situation.

Moscow is not only replenishing depleted stockpiles it's used during the ongoing war in Ukraine, but it has also been moving new units toward NATO’s eastern borders near the Baltics and Finland.

“That's an indication for us that they are building up capability,” Reesink said. He added he believed Moscow could regain its readiness within a year of the Ukraine war ending.

“The Netherlands, like the rest of NATO countries, is in a phase of enhanced readiness program to make sure that we're ready if that occurs,” Reesink told Politico.

However, Russia will only be ready for war again if Moscow maintains its recent desire for combat and if the country sustains its current wartime levels of military production.

The Kremlin has steadily increased its defense spending since Vladimir Putin launched his invasion of Ukraine in February 2022. Last year Russia hit record highs in spending.

According to the Stockholm International Peace Research Institute, Russia spent $149 billion on defense—38% from 2023, double that of 2015, 19% of all government spending, and 7.1% of Russia's GDP.

Reesink’s warning to the world came just months after the Danish Defense Intelligence Service revealed it believed Russia could start another major war in the next five years.

"Russia is likely to be more willing to use military force in a regional war against one or more European NATO countries if it perceives NATO as militarily weakened or politically divided," the Danish Defense Intelligence Service noted in a report according to Politico.

The report added that its assessment was “particularly true” if Russia assessed that the United States would not come to the aid of European NATO nations if they were at war.

Vice Admiral Reesink also saw the United States as a growing threat to his country and the European continent, citing President Donald Trump’s consolidation of political power over US intelligence agencies as a particular issue.

Reesink told Politico that Europe may need to reassess its intelligence relationship with the United States in the wake of Trump’s return to power.
