WalletHub's recent ranking looked at the financial stability, education, health, safety, economy and infrastructure and pollution of the 148 biggest cities in the U.S. to find which were the most well-run.
"The best-run cities in America use their budgets most effectively to provide high-quality financial security, education, health, safety and transportation to their residents," said Chip Lupo, WalletHub analyst. "Many of the top cities also have a very low amount of outstanding government debt per capita, which can prevent financial troubles in the future.”

Why Mesa is the best-run city in Arizona
Mesa just barely missed the top 10 in WalletHub's study, coming in at No. 11 — the highest of any Arizona city.
Mesa ranked especially high for its total budget per capita, coming in at 10th. It also ranked 19th among the 148 cities for its economy and 33rd for safety. However, it ranked lower for quality of city services (55th), financial stability (67th), education (82nd), health (74th), and infrastructure and pollution (137th).
Several other Arizona cities made the list:
- Phoenix: Ranked 39th overall, 52nd for quality of city services and 50th for budget per capita.
- Tucson: Ranked 57th overall, 113rd for quality of city services and 43rd for budget per capita.

How did WalletHub determine the best-run cities?
WalletHub studied the 148 biggest cities and their financial stability, education, health, safety, economy and infrastructure and pollution using 36 metrics.
The cities were given a score for each metric, which ranged from the city's credit rating, graduation rates, life expectancy and quality of roads. Those scores were then averaged to determine the quality of city services. Finally, WalletHub divided those scores by the total budget per capita to determine the score per dollar ranking, which determined the cities' overall ranking.
